Super hydrophobic film makes circuit boards water resistant

The rise of a number of mobile devices such as smartphones, ultrabooks, tablets and laptops has prompted manufactures to think of new ways to protect their devices, which are exposed to various hazards such as dust, shock and of course liquids. The Japanese Daikin Industries company is here to help. The company is currently working on a new super thin, transparent and hydrophobic coating that protects integrated circuit boards from any kind of moisture. The protection is created by dipping circuit boards in a clear liquid bath that is made of a fluoropolymer dissolved in a fluorinated solvent. The thus created coating dries within 60 seconds and does not interfere with the operation of the device being just 1 micron thick. Brother demonstrates world’s fastest laser printer

The Japanese printer manufacturer Brother has unveiled what it claims to be the fastest laser printer on the planet. The new Brother printer is really very fast as it can print 100 pages per minute (ppm). In reality the new product is just a prototype but Brother claims the printer will be on the market in the 2013-2014 timeframe. The demonstration of the new printer took place at Brother's European Press Event in Berlin, Germany. The secret of its capabilities lies in the number of nozzles – more than 5000 – that fire across the paper in one go. National Assembly deputies discuss economic restructure plan

The economic restructuring plan was put forward for discussion at the National Assembly Standing Committee's session for the first time on April 19. The discussion had the participation of NA Chairman Nguyen Sinh Hung, Vice Chairs and Chair people of NA's specialized committees. The plan was presented by the Minister of Planning and Investment, the Minister of Finance and the State Bank of Vietnam's Governor. The plan was remarkably changed compared to the draft, which was introduced on April 5. The goals pointed out in the draft plan was copied from the Social-Economic Development Strategy for 2011-2020 while the goals set in the latest plan are more specific, with five major contents, as follows: restructuring the system of credit institutions, restructuring the stock market and financial institutions, restructuring public investment, restructuring state-owned enterprises and finally restructuring economic sectors and economic regions. The latest plan suggests 13 solutions, instead of 12 as the draft. Most of deputies highly appreciated the government's urgency and seriousness in building this plan. However, the NA Standing Committee asked the government to further detail the plan. The NA's Economic Committee said that the plan does not calculate necessary cost and the impacts of this plan on the implementation of social-economic targets. The committee said that cost calculation is very important, in the context that Vietnam's financial resource is limited. "I want to know whether the plan's goals will be achieved in the next ten years. How many people will become jobless in the next five years, because of this plan? How will be the state budget? How will poverty will be solved when the public investment structure change? I want to know all about impacts caused by this plan," said Ksor Phuoc, Chair of the NA's Committee for Ethnic Groups. Deputy Truong Thi Mai said that cost for implementing this plan is very important. The cost for economic structure to overcome crisis in other countries in the world is usually at 5-10 percent or even 30-40 percent, she added. As the Chair of the NA's Committee for Social Affairs, Ms. Mai was interested in the change of labor structure. "The faster the economic structure changes, the more laborers are hurt. The plan does not mention labor relations," she said. NA Chair Nguyen Sinh Hung said that the compilation group had to make clear the impacts of this plan on not only the economy but also the society, environment, defense and foreign relations. Minister of Planning and Investment Bui Quang Vinh said that if the comprehensive plan is approved, related ministries will create detailed plans for their own fields, based on the comprehensive plan. The Ministry of Planning and Investment is in charge of working out the general economic and public investment restructure plan, while the central bank develops the credit institution restructuring plan and the Ministry of Finance works out the state own enterprise and financial market restructuring plans. VNPT continues push for merger of MobiFone and VinaPhone

The Vietnam Posts and Communications Group (VNPT) has proposed that Government not privatise MobiFone, but merge it with VinaPhone to set up a new firm called VNPT-Mobile. VNPT stands behind their merger plan for MobiFone and VinaPhone Under the restructuring plan that has been submitted to the Ministry of Information and Communication (MIC) and the Government, VNPT said that, over the past five years, MobiFone has contributed 40% to its revenues and 60% to its profits. The group request to the Government was for gradual privatisation to ensure stable operations. For a short term, VNPT wants to merge MobileFone with VinaPhone to establish Mobile Information Corporation or VNPT-Mobile. The group proposed that restructuring would involve entire group as well as its major subsidiaries after 2015. Its proposals, however, somewhat contradicts to the Government's decree that guides the implementation of the Telecommunication Law. The regulation stipulates that an individual and organisation that owns over 20% of registered capital or stakes in a telecom firm is not allowed to hold over 20% of registered capital or stakes in another telecom company in the same market. This means that VNPT would not be allowed to entirely own both MobiFone and VinaPhone. Rerecently, the ministry insisted that VNPT quickly privatise MobiFone and then VinaPhone. In June 2011, company drew out three separate restructuring plans: the merger of VinaPhone and MobiFone, to privatise one of the providers, or the privitasition of VNPT itself. The merger plans drew the greatest concern from the public. Several economists stated that it would not be in accordance with the Law on Competition. Vu Ba Phu, Director of the Competition Management Department said, regulation bans the merger of enterprises that would result in over 50% market share. If this merger goes through, VNPT would hold around a 60% market share in the industry. He said that, for VNPT to get approval for the merger it would need to seek an exception from this regulation. Currently, the regulation allows only two exceptions, one would be in a case where one or several enterprises involved are on the verge of bankruptcy and the other where such a merger would foster exports or facilitate socioeconomic or scientific and technological advancements for the country. Under the restructuring plan, VNPT also proposed a merger of several of its subsidiaries, including Inter-provincial Telecommunications Company (VTN) with Vietnam Telecom International (VTI), and Vietnam Data Communication Company (VDC) with VASC Software & Communication Company. The White Book on Vietnam's ICT 2011 showed that Viettel held a 36.72% share in the country's mobile market, MobiFone 29.11%, VinaPhone 28.71% while others shared the remaining 5%. Education report released

The Vietnam High Equality Education for All report was released this morning aimed at providing deeper analysis into the performance of domestic primary and secondary schooling during 1992-2008. The report is the result of collaboration between the World Bank, the United Kingdom's Department of International Development and the Belgium Development Co-operation. Le Tien Thanh, head of the Ministry of Education and Training's Primary Education Department, said, "The report has drawn a comprehensive image of both achievements and challenges in primary education during the period." Accordingly, the education sector needs to afford Vietnamese students the chance to access education and improve its quality in the coming time, he said. The report shows that Vietnam has made impressive achievements in improving education quality in a short period. The literacy and school attendance rates are quite high compared to other countries in the region. The report revealed that closing the gap in accessing education among different population groups is one of challenges the domestic sector has to face. To overcome such challenges, Vietnam should prioritise providing a fund for the education sector and improve methods of teaching as well as school management, said Emanuela di Gropello, lead author of the report.
